Thickness calculation of bolted cover for heat exchanger

I am a trainee in the Static Equipment design of the Mechanical department. Currently, I have been provided the task of studying the applicable codes for the design of Heat Exchanger and as of now, I am studying the flange design.

I have referred the appendix 2 of the Code for the flange design. I also wanted to understand the design of a blind which is used as a cover for the corresponding front and rear heads. I was directed to the clause UG-34 (c) (2) for determining the minimum thickness of the blind. The equation involves the factor 'E', joint efficiency, and is directing to the table UW-12 for the efficiency value. However, I am not able to locate the value of E for the bolted cover, as it is not a welded joint.

What value should I take for 'E' for bolted cover? I would be obliged if you could guide me to the corresponding clause in the code or elsewhere. I am referring the 2013 edition of the code. If I am applying a wrong formula, please guide me to the correct one.
 
If the cover plate is made of one piece of material and not welded then the joint efficiency is 1.
