what are the differences for both structural design and geotechnical recommendations? Will they perform equally if differential settlement is a concern?
 
The difference is rigidity. A properly designed raft is rigid and a slab with a turned down edge is not likly to be rigid.

Geotechnical parameters are going to be somewhat different. Performance will be significnatly different.
 
What about it? Any mat should be deep enough that it doesn't matter and the turn downs should be below the frost level.
 
helps against erosion of soil at underside of slab being a problem.
 
Concerning differential settlement, mat foundation will be better choice than the stiffened edge foundation. However, for soil highly susceptible to differential settlement, neither would work better than pile foundation.
