API 2000 has built a general guideline for vent design in the petrochemical application.

Is there any similar Code / procedure for the water or other chemicals applications which are not flammable.

The similar questions about the overflow slot design. If the tank is for petrochemical application. we need the overflow slots. However, when the liquid is not flammable, I think the overflow slot may not necessary.

Any advice will be appreciate.

Municipal water tanks generally have an overflow nozzle with riser and weir box inside, sized to match maximum inflow into the tank. It's just to protect the tank from damage. For industrial applications, you might or might not want to include something like that.

API tanks do not necessarily require overflow slots, by the way.
