Testing Storage tank Built to API 620

I am currently undertaking a project to bring on line a 30 year old 3000m3 tank that has been out of use for 15 years.

I have little to no expierence of tanks but the more i look at standards the more i get confused. I am looking for a testing standard for this tank and have been recommended to use EEMUA 159 but i believe that API 653 would be better as it is API just like the Manufacturing code plus the fact that i will be making modifications further down the line. (if the tank passes the test)

Is there particular areas of this tank that i should be looking at

I would be looking at a full tank inspection. Review/inspection of the foundations. Assessment of any LTA's using API-579. Possibility of getting in a competent Company to assess the Tank is a REAL consideration.

Before proceeding you should know WHY the tank was removed from service. Sometimes you find suprises about the condition of the tank.

I have looked at API 579 and it looks like the best place to start used in conjunction with API 653.
As for the reason the tank was taken out of service it was due to the Japanese company Ashasi closing down operations in Ireland. I know that the tank was looked at by topaz for use with Bio fuels and their initial findings where it was in good condition but did not carry out further NDT tests as they went for a larger tank in the area.
