Test standard for Pot bearing according to ASTM D5212-03

To all my senior,
I am a new civil engineer,
I would like to ask you for a favor is:
According to ASTM D5212-03 Standard Spec for High Load Rotational Confined Elastomeric Bearing for Bridges and Structures,
They specified the test load for Pot bearing: 150% DESIGN LOAD in 1 hour....
So, which is DESIGN LOAD mentioned here?
service limit state or strength limit state?

Please note that D5212-03 has been withdrawn but D5212-91 (reapproved in 1997) is still active.

To answer your question the 150% is based on the service load. When you apply 150% you're at the strength limit.
