Can someone reccomend from firsthand experience, test houses that perform static and/or environmental testing at a reasonable cost. They should be able handle composite and metallic structures-parts.

I'm also looking for one that handles composite database qualification testing.

It depends a great deal on where you are located, and the size of the components you want to test.

If all of your requirements are for coupon testing, there are dozens of places that can do it. For larger components, you narrow the field.

Have you checked out Fatigue Techology, Inc.?
They have pretty extensive capabilities.
 
If you have specific aerospace environmental testing requirements, I could consider contacting Bob Somerville (206) 655-1601 at the Structural Materials Lab at the Boeing Developmental Center in Seattle, WA. They can test a wide variety of humidity and temperature environments and have the capability to applied uniaxial load from almost nothing to 2 million pounds. They test composites and metals on a regular basis.
