Terminology question 2

In most of the QC/QA world, as I understand it, "QC" is inspection and "QA" is the higher-level system management function that addresses root causes, etc.

In the bridge world, "QC" is the fabricator's QC/QA function, and "QA" is the owner's inspection to whatever extent they want to do it (some duplicate QC, some have more of a true QA function, some just do occasional audit & verification).

Is there a better standard term for what the bridge people call "QA"? Are there any codes or standards outside the bridge-building world that refer to this function?

Would I be better off posting this in the ISO forum?

QC: Making sure that you wash your hands after you go to the toilet.

QA: Not peeing on your hands in the first place.

That's a great analogy to try to explain the distinction to my peers who lump both those functions under "QC". (Though I think I'd prefer you washed your hands after handling your privates, regardless.)

However, if we call QA QA, what do we call what we used to (improperly) call QA?
