As an FYI since this topic has come up in the past (see thread167-173097), ACI 318-08 has finally codified how to treat the tension lap for dissimilar bar sizes:

Section 12.15.3 "Where bars of different size are lap spliced in tension, splice length shall be the larger of ld of larger bar and tension lap splice length of smaller bar."

Thanks, again. The CRSI reference was great. The ACI reference is even better. Makes me wonder if someone on the code committee read the earlier thread. Does 318-08 have any splice length modifiers for high slump concrete?
 
as an add-on to miecz's question, how about a modifier for shotty contractors in general? (not a real question...just a jab at contractors in general from a former contractor while i saw an opening)
