What is the difference between a sketch plate vs annular plate.

Only for complement to JStephen, annular plates are locate in periphery of tank bottom and the shell rests over these ones. Skecth plates could be located over annular plates for complete the bottom tank without bearing the tank shell. See API 650 11th Edition, Add 2008, paragraphs 5.1.5.4, 5.4 y 5.5.
