any standards or designing rules regarding "tank sloshing" ?

What exactly are you after?
Sloshing of large storage tanks under seismic loading is covered in the various tank standards.
Similar sloshing in pressure vessels is usually not considered.
Tank trucks and the like- I have no idea.
