Tank Foundation Responsability

Hi...another question...Who is the responsible for the acceptance of tank foundation??The site manager or the quality department?Does Api code give some indication?

(According to the mechanical company..)

It would depend on role deliniation; 653 does not mention responsibilities as a function of role but Section 1.2 mentions:

"The owner/operator has ultimate responsibility for complying with the provisions of this standard."

Not much help, perhaps, but it would make sence that the person who has final signature authority would be the one who has right of acceptance/rejection.
 
See Sections 7.1.1 and 7.1.2 of API-650. Usually, anything more detailed would be a contractual issue.
 
My position if I was the API-650 Inspector of Record would be; if I am not comfortable with 'signing for' the foundation, I would exclude it from my final report and certification. Would also suggest that the Engineer of Record and/or the foundation contractor sign for the adequacy of the foundation.
