I am not exactly sure what question you are asking.....
It sounds, however, like you are looking for a particular type of shell-and-tube heat exchanger commonly known as a "steam heater". These are used extensively to heat liquids in the process chemical and the petrochemical industry .
This type of HX is commonly configured as a horizontal shell with steam on the "shellside" and the liquid to be heated on the "tubeside". A variety of metals can be used.....depending on the liquid to be heated.
If they operate over 15 psig, they must be built to the ASME VIII (unfired pressure vessel code) and, optionally, to the TEMA standards. The shell can be constructed to meet the maximum design pressure specified as well as "full vacuum" conditions.....
