Tank Cleaning - Non Phenolic Sour water

We have a floating roof tank for storing Non Phenolic Sour water ( mainly H2S, NH3 ). We are planning for Cleaning the tank .
Can some one suggest a good chemical or method to remove H2S before the entry in to the tank.

May be first steaming out H2S/NH3; test air inside with H2S <25% of LEL (or per local regulation); then air purge till O2 at same level as air or >19%vol (or per local regulation)
 
H2S<25% of LEL and O2 content are rather less important criteria than toxic exposure.
