Tank botto plate replacement 1

Our client want to check their bottom plate . before it was lap joint but now bottom plate has butt joint. The leave their old annular plate as it is,but now they weld bottom plate directly to the shell . the height between existing annular plate and new bottom plate is 1in. is it acceptable or not?
 
Can You draw that ,I don't understand the 1" height difference (is there reinforcement between the old and new bottomplate then?).
 
The bottom plate must extend through the tank shell. If yours does not it does not meet code.

The gap between the old bottom annular plate and the new bottom must be filled with something that transmits loads and forces through the annular bottom plate to the foundation
