These tables are being automated by expressions, using PTS. So the drafting text becomes unsuppressed by expression when a check box is selected on the interface. There are about 50 notes, some of which are automatically turned on and off based on the design.

All of the borders are white, all of the line thickness is invisible. Also they have to be setup as multiple tables, you see I have a group of 50 notes, 50 different tables, which when all of them are expanded out are invisible and look correct. They are tied to each other by the corner of the table and a dimension length, which gets multiplied by the suppression expression, 1 on, 0 off, so this way when the table becomes blank, the dimension becomes 0 as well and contracts to the next table that contains text. The reason this cannot be done with one single table, is that as one table, you would then have blank spaces in the cells that become blank. This design is a top down expand/contract method to automate notes on my cover page.
Again, when the table is expanded out fully and all notes are on, borders are all white, and invisible, and appear fine. The problem only arises in the screen shot provided above once the tables start to stack on top of each other at the same corner point.
