My issued is the following:

I have a CO2 system to prevent fire in an electrical subestation.
I also have an air conditioning system (Slit/with ductwork system)
My question is:
It is necessary install two motorized damper one of them in the return line and the feeding line.
someone told me that is necessary because when a fire occurs the co2 system floods the entire area of the electrical subestation and then the two motorized damper act automatically closing the dampers, this is due to CO2 do not escape to the atmosphere.

what are your recommendations.

I don't know where you are, but almost everywhere it is prescribed by fire codes to have electrical substation as a separate fire zone, meaning you have to put fire dampers on all duct protrusion. you should consult fire engineer or architect regarding this, or owner/fire inspector if this is reconstruction job.
