SWM for a subdivision

I am designing a SWM for a 5 AC subdivision complying withy new NYDEC manual.
I am looking into using a dry swale for water quality and discharge to existing 18" storm system.
How about 100 yr storm. Can I use the same channel to store 100 yr storm?

Appreciate any response
