Swing bolt closure weld stress analysis

I am evaluating some existing filters that use swing bolts and lugs atttached to the filter body that are used to connect the filter head. The swing bolts pivot on a pin up to lugs welded to the head. The filters are designed per ASME Section VIII, Div 1. The swing bolts and lugs are equally spaced around the circumference of the vessel. I can calculate the shear and moment, but I am not sure what to use as the allowable shear stress. UG-45(c) states it should be 0.7 times the allowable tensile stress, but is the correct for all applications?

For all these application it should actually be 2/3 of allowable stress, ie. 0.66 x allowable stress.

Refer to Dennis Moss 'Pressure Vessel Design Manual' procedure 5-3. It is also more to it, not just a simple reference line in a book. Roark is also helpful.
