Sustained load for BS31.4

Dear all,
when I analyze the onshore pipeline flexibilty using BS31.4, the CAESAR recommends the sustained load case is the combnation of Weight and pressure (W+P). I am not sure whether the load caused by displacement also needs to be considered (W+P+D) for the sustained load case? Any suggestion welcome, thanks.

I believe that displacement should be included in the load case that is causing the displacement. If it is caused by a Weight load than put it there, if by a Thermal load than put it there, and if by an Occasional load than put it there.
 
Sorry, it's B31.4. This question relates a bacis problem i am confused. What is the sustained load in B31.4 code? In 402.3.2(d), the definition of sustained external loading refers to 419.6.4(c). When I check with 419.6.4(c), I find that it refers back to 402.3.2(d). Anyboby can give me a explanation? thanks.
