CAN SOMEBODY EXPLAIN TO ME THE REASON OF USING A TYPICAL 30% SUSTAINED LIVE LOAD USED IN COMPUTATION OF CONCRETE BEAM DEFLECTIONS?

Some component of the live load is generally sustained in nature and therefore would contribute to creep induced member deformation. 30% is an estimate of that component. You can modify the percentage if you're confident that an alternate value is more appropriate.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
