Surge analysis when done in detail is a complex calculation that online programs will not do justice.
Rule of thumb calculations such as 50 psi of surge for every 1 ft/sec change in velocity and a wave propagation velocity of 4000 ft/sec for the time response will give a good starting point. These rule of thumbs need adjustments for pipe material, pipe thickness, pipe strength, static and dynamic pressures, dead end and change of diameter reflections along with fluid properties and phase changes as applicable.
If you require a more detailed calculation, purchase one of many pipeline analysis software that include the surge component such as Surge 2000 by KYPIPE
