My client built a barn in the country on a 24” x 10” concrete surface footing. He does not want to put a floor in it (initially at least). The barn is 16’ x 32’ x 15 ft high (main floor plus a loft. Overturning or lateral wind doesn’t look like it would be a problem. I don’t see any anything in the Farm Building Code that requires a floor. If need be I suppose the barn could be kept a t at least 15 C and insulate the footing.
