Sump Tank Sizing

I have been tasked at work with the revamping of some old Lotus 1-2-3 spreadsheets
The one I am working on is for sump tank sizing
I understand what they are doing in the program, but I would like to find a good primer to help when I get stuck
If I try to do searches I keep coming up with aquariums or automotive subjects
What I would specifically would like to know is how to determine the maximum capacity for a tank
For instance a 4x4x10 tank has a listed capacity of 107.5 ft^3

The 'traditional' fill limit for tanks is 1-ft below the overflow or roof attachment. It is a 'round number' that seems to work well in most situations.

Perhaps they're defining working volume, and the difference between maximum and minimum levels need to be used? Maybe those are the outside dimensions of the tank, and interior dimension need to be used? Maybe the volume of any submersible pump and piping needs to be subtracted? Really, without more info, we're just guessing here.
