Suitable Valve for fire water tank cleaning

I am looking for an isolation valve which is suitable for isolating underground fire water tanks as shown in below picture.
Kindly share your thoughts.

-Intended for fire water tank isolation for cleaning
-Designed to operate while submerged

Could you please advice me on suitable type of valve as well? Sluice Valve/NRS gate valve/OSY gate valve...
