Suitable Foil for Wide Operating Range

The requirements are:
Operating range at a Reynolds number of 2 million to 6.5 million
It is for a rudder (in water) so most of the time operating at the lower Reynolds number and at low angle of incidence but some time may be required to operate at the high speed at a high angle of attack of 30 to 35 degrees, efficiency at this angle is not important, the foil must not show any bad behavioral characteristics.
Would a 67-018 foil be suitable?.
