hi all experts,

i am reading the following thread. and IdanPV quoted Hinnant's elaboration on what suffices to account for local notch effect.

In an FEA model, notch effect of the weld can only be accounted for if there is no singularity. In this case, the FSRF is 1.0 and the peak
alternating stress is taken directly from the FEA solution.--Chris Hinnant.
please allow me to nitpick his wording. i think only "no singularity" is not sufficient to allow for 1.0 of FSRF. surface condition of weld and weld quality (NDE) is also involved in the determination of FSRF. is my understanding correct?
Please comment.

I suggest you to read this LinkedIn post, especially Mr. Seipp (AKA TGS 4) comments regarding the application of the FSRF.

I don't think that the use of FSRF=1.0 is applicable in FEA, and FSRF shall be use or, as an alternative, using the Equivalent Structural Stress method.
