Sure is a bit of an odd drawing and the suction dip pipe from the nozzle on the right end is missing.
However this is a schematic, so whilst the inlet to the pumps should show an internal pipe, much like the incoming pipe on the LHS of the drawing, I wouldn't expect this drawing to have dimensions like that on it.
A key would help and if that hatched thing on the inlet line is a filter it should be able to be isolated and drained and further upstream
You need the mechanical tank drawing for the information you are looking for.
Can't see the point of having three manual valves on the pump runs - two would suffice either end to isolate for maintenance etc.
