Subtransmission Line Grounding

I am working with a 44kV subtransmission line with delta conected transformers at each end. There is no skywire or counterpoise conductors and no obviously no neutral conductor. The client has installed a zig-zag grounding transformer 3 miles from one of the stations however the line in built in rocky and sandy terrain and the station ground grid resistances are high (approx 100 ohms). Does a skywire need to be added to this line in order to achieve effective ground fault detection and tripping. My initial impression is that this is essentially an ungrounded system and could pose a serious safety hazard in the event of a downed conductor.
 
Suggestion: A "ground" purpose wire can be run to achieve the sufficiently low ground resistance, e.g. 3 Ohms.
