Substitute for SDH (Connecting a ring network to control center)

Hi!
So there is a 3km square area which covers the optic fiber ring network. This ring network is made up of 6 rings. Each Ring has 25 nodes. Nodes of every Ring have identical TCP/IP. This Ring network is connected to the Control Center. The problem is because each node on a ring has an identical TCP/IP, the control center cannot differentiate between the nodes.
My question is, Can each node on one ring have its own TCP/IP. If Yes? Can an optic fiber cable carry 25 different TCP/IP addresses? What do we connect the optic fiber cable to so that different TCP/IP addresses are delivered to control center. SDH would be an example of the solution to this , but because the area is so small it is not cost efficient.
Any alternatives?
