i have a situiation within a REC switchroom ,housing HV/LV equipment.The REC has requested2 No. earth pockets (normal)However,the main contractor has tried to install 2 No.Sealed earth electrode unsuccessfully.They have asked whether or not they could use the rebars as the earth path and install a fly lead to a dedicated earth bar; My question would be has this to be an isolated connection, they is an lightinging protection scheme currently in place that also uses the re-bars in one or two places.

Your swift reponses would be appreciatied, prior to me contacting the REC.

It is likely IEEE 80-2000 Guide for Safety in AC Substation Grounding would be applicable.

Suggestion: Following up on Busbar applicable IEEE 80-2000.
Normally, there would be an undeground grounding mesh that should be used for the equipment grounding, touch voltages evaluation, step voltages evaluation, etc. If it is not there, then there will be the need for eleborate grounding to substitute the ground mesh.
The lighting protection may have separate ground rods. See NFPA 780 or its equivalent.
