I am trying to qualify Welding Procedures to AWS D1.1. My base metal has a CVN impact toughness of 430j @-50c, testing labs are not willing to test fill size CVN samples at this strength, they will only test subsized samples.

AWS D1.1, clause 4, paragraph 4.36.5 stats that no subsized CVN samples may be used if base material is over 11mm (ours is between 15mm and 30mm).

Also in D1.1, clause 4, paragraph 4.37.1 states that if my base metal yield strength is above 50ksi (ours is approx 52ksi and above) then the contractor documents shall specify CVN testing requirements. None of our customers specify anything but testing temperature and min results required.

Does anyone know of any paragraphs or verbiage that would allow me to do PQR's to D1.1 and use subsized samples?

4.37.1 certainly sounds like it gives you that out. It would imply that any provisions addressed elsewhere in the code aren't applicable when the base metal yield is over 50 ksi, and that contract documents govern. If it's not mandated by the contract document, it doesn't apply.

Of course, you always have the option of generating an RFI, explaining the problem, and asking for your client's blessing.
 
If this WPS is for a specific, current job, and it is going to be inspected, get the concurrence of the [CWI?] Inspector-of-Record. Typlically supplied by the Owner or General Contractor.
