Stuck Seal Sleeve

We have a small IR pump similar in design to a Goulds 3196. The shaft has a stub sleeve that sits on there that the seal is set screwed to. If we remove the set screws, the seal will not slide off the stub shaft. The shaft sleeve is stuck to the shaft. You cant just use a strongback or a puller because that just forces the seal faces together and we will end up damaging the whole seal. Any advice to removing a pesky seal?

PB Blaster + time.
Grip the sleeve with something and twist back and forth 99 times. Pull while twisting.
Heat the sleeve to expand it and pull and twist.

Put the sleeve on with antiseize the next time, if allowed.
