Is a raked finish suitable (for the longitudinal shear connection) on a precast slab panel with a structural topping?
 
I would say it is. Normally the in-plane shear will be being taken in shear-friction, a kind of structural scheme quite insensitive to some loss of section on the concrete part. You can as well limit the section loss by selecting smaller stones for the concrete mix and setting some tolerances to be respected in the operation.
