Structural Bolt mismatch

Hello..

As per Canadian code, CISC Section 7 and Item No. 15, reaming of mismatch bolt hole be the part of the steel installer, but it doesnt say if the max mismatch of bolt hole allowed - is there a max allowable mismatch that can be reamed, is it specified in any spec..

I know of no standard that addresses this problem. All holes in a pattern may have
different stresses depending where they lay in the patttern and whether they see
moment forces as well as simple axial loads. Is the hole on the mounting surface or is it in an intermediate surface? So many different situations occur to make a simple code or standard apply to any bolt in the pattern and also how many bolts etc.
The answer too would have to take into consideration how thick a washer and how oversize it would be to make the surface area able to handle the stresses.
 
I would limit it to the max size of an oversized hole (defined in S16) and use slip critical to boot...
