Stress concentration for tearing stress vs. clearance

Hi all,
Is there a curve/equation relating stress concentration in a tear out condition to the clearance of the bolt and the hole?

What I'm asking is, given that the bolt is going to be smaller than the hole, the stress concentration increases the greater the clearance is. Is there an existing relation between these factors?
 
Well this is for a padeye type calculation. DNV specifies a factor of 3 in the tear out calculation but I'm wondering if that value drops if the clearance is smaller.

I think the factor you quote is a safety factor and I don't believe the factor will decrease will any changes to the clearence.
