What software is user friendly to develop a stormwater system for a small commercial site?

How Small? If really small crank out by hand. Use HEC-22 from FHWA for reference. You can download Visual Urban from FHWA to compute inlet capture rates, etc... and Crank out the pipe calc by hand.

Hydraflow Hydrographs is cheap and easy to use.
