So I live near a railroad bridge. The other day I noticed how one of steel girder's stiffeners were bent at the tops and I was wondering if someone could reassure me why that is not a big deal...

kind of like that

why? its all rusty and stuff... not an interesting bridge at all...

It's not a big deal... Unless there's a train on the bridge. In that case, we'd need more information, like say, some photographs.

As others have said. It could or it could not be a problem depending on many things. In principle a small bend on the outer part of a stiffener would be no problem if it is a web shear stiffener but might not be OK if it is a support bearing stiffener.

Also, on railway bridges many times fatigue and not strength is the determining load case.

If you want somebody's opinion, you have to provide enough information to give that opinion. A few photos would help

I'll make some photos during lunch today...
