Stiffened flange for penstock

Hi everybody:

I'm about to check calculations for a 1800mm diameter penstock flange (to be connected to a butterfly valve). I'm using ASME VIII Div 1, like a loose flange. It gives me a 135mm thick ring plate.

Let's say we want to reduce that thickness to 70 mm helping it by using stiffeners. I know it can be done, of course not covered by ASME code. The problem is I don't know how to perform these calculations taking into account those stiffening considerations... we did a preliminary check considering the ring plate portion between two stiffeners as a simple beam, it gives something near 45mm.

OK, what I'd like is to find some way to say:

"The proposed stiffeners are equivalent to a thickness of 65mm, so 65 + 70 (plate thk) give us 135" and after that use that input to check it according ASME.
