Sticking?

hi all,

Can anyone please explain what it mean by sticking which will lead to local control failure?
I tried the google, but it does not show the how such phenomenon is formed, and what real is.

The term "Sticking" sounds unfamiliar to me. Is it s slang word? or non-technical word for transmission line earthing? You may be correct. This is to correct my own ignorance. I am not familiar with this term.

Similarly, you may be aware of the term "DIRTY BUS" which is referring to the switchboard with loads injecting lot of harmonics and unbalance components.
 
Something which periodically jams or doesn't operate freely? A little more context would help.

'Hot stick' working perhaps?
 
SPIKE Tool is a safety tool designed for the sole purpose of providing a lineman with positive assurance that the cable is safe to cut.
