Steel Stack inclines !!

Hi all,

Currently, I have a big issue in my petrochemical plant. I have 60meter-height steel stack which has been inclining. So far, we have inspection program (measure the misalignment) every 2 weeks. The result shows that it is getting more incline. But I don't know what is the criteria that we should stop the operation and start repairing.
Anyone has any standard about the incline of stack ? Please help me
 
How is the tank supported?

How fast is the rate of change of the angle?
(How long before you must shutdown?)

What are the SPECIFIC ground conditions under the tank and how did you determine what those conditions are?

When you shutdown to repair the failure of the foundations, how long do you have to make the repairs?
