steel plate bonding

I am required to use a steel plate bonding system to strengthen the headstock of a concrete bridge structure. This is my first job using this system and do not know the theory. I was wondering if anyone would know if there were any design codes or methods on applying this system and where would I find them?
 
Which country are you in? The Highways Agency (British) has BA 30/94 Strengthening of Concrete Highway Structures Using Externally Bonded Plates.

Plate bonding is often used to increase bending capacity (effectively external tensile reinforcement).

ACI Special Publication SP-185 entitled "REPAIR AND STRENGTHENING OF CONCRETE MEMBERS WITH ADHESIVE BONDED PLATES" is a worthwhile publication.

The actual design is similar to RC design, but you need to check bond stresses etc. Also, corrosion protection will be a concern for an exterior application, and galvanizing the plate is NOT recommended due to reduced bond to the concrete substrate. Epoxy resin primers, or equal, after the plate bonding application are probably best.
