Steel Piles filled with Concrete - IBC Code

I am looking at the IBC, both New York City and New York State editions under Piles, Section 1810.5 and 1810.6
and don't see the difference for steel pipe piles concrete filled.

1810.5.2.3 Ratio of steel Fy to concrete fc is specified, so aren't these piles concrete filled -
what concrete are they talking about if not filled?

No question here just,

HOW ARE THEY DIFFERENT? It seems to me it they are the same thing, but some of the requirements differ.
