First, I don't know what the training that they will be given contains. But let's assume that it contains what you want your operators to know. I'd then test on what you think is important for them to know.
Example, (and I now remember who you are and some of the plant schematics you posted in other threads) they should know how to properly start your feed and condensate (and all types of) pumps.
They should know about heater level control, and what the consequences are if levels are not maintained properly in the heaters.
They should know about the vacuum systems. (See another current thread in this forum)
They should know about how to put the turbine(s) on line and about heat-up and cool down.
They should know some basics about PID loop controllers and control devices, valves, etc.
They should know about generators, breakers, excitation systems, protection systems, etc that they will be responsible for operating.
They should know about auxiliary systems, plant air, battery backup systems.
They should know about Lock Out Tag Out and critical safety systems.
There is much more, but that should do for starters.
