It should be related to, or the same thing as, the calculation on a flash tank to minimize entrainment of liquid droplets. If memory serves me right, you size for an allowable velocity, U, based on
U = K x ((dl - dv)/dv)1/2
dl is liquid density
dv is liquid density
K is a sizing constant depending on the application
My experience is not with boilers, so the reference I look at is Perry's Chemical Engineers' Handbook. The chapter on Liquid-Gas Systems. You should try to research similar technology in the boiler field.
