Does anyone have this paper?

It was discussed a couple of times in the past on Eng-tips, however I've not managed to find a copy, physical or digital. Can anyone send a copy through to me?

You'd have to check the conference proceedings from the Turkish ISMFEE conf (think it was in Turkey). I found it on the net several years ago but has since been removed.
