Is there is any defined boundaries which talks about what codes to be followed in which geographical areas

In all country are "compulsory standards" based on International Standards or even other national standards which has to be follows "ad litteram".
These national standards- as NEC [NFPA] in USA where AHJ may verify approve or reject an installation or a product or other. There are BS, NF, VDE standards and so on.
The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields.
The same IEEE is the world's largest professional association for the advancement of technology.
So, IEC or IEEE [and even NEMA] are consulting standards only.
One could mention it only in a specification at customer responsibility only.
