Can anyone point me to an NAS, NASM, military, or federal spec issuing part nos for a self-locking passivated A286 CRES 100 degree flat head machine screw with cross-recessed (aka philips) drive in sizes 4-40 and up?

How about in 300 series CRES?

For 300 series sizes below 4-40 we use NAS662 but are somewhat confused by the spec and web searches as to what sizes are available in only slotted head styles. Are there undocumented (or obscurely-documented) exceptions to the spec in this regard?
