I want to know the basis of the use of DYNAMIC CONE PENETROMETER-60 Degree cone with 20mm diametre, 8kg hammer. Is it in the standards, BS or which one?

depends on what you're looking at...Sowers provides a great deal of correlations...it is simply another tool in the "toolbelt"...
