Staking Tool Material for Steel Parts

What material do people use for Impact Staking steel parts? We used some 4140 and the part wears pretty quickly. It was quenched and tempered to 46HRC.

We used some S7 also, quenched and tempered to 46HRC and that wore out even faster.

Suggestions? I'm thinking 300m but I thought maybe there was a better go to material.
 
I guess it depends on the geometry of the punch and the level of shock in the process, but I'd try plain old A-2 @ C60 give or take.
 
Drill rod, O1, or 1095 and harden and temper to Rockwell 60C.
