STAIRCASE REINFORCEMENT 2

In a staircase reinforcemt, what is the reason that the upper re-inforcement is bent to form the base of the staircase slab, but it is not so in the lower end??

When there is a bend in a slab and the rebar is on the inside of that bend, the rebar would tend to spall the concrete away at the corner. In these situations, we carry the rebar across to the other side of the slab in order to discourage this from happening. When the rebar is on the outside of the bend this is not necessary. If you examine your stair slab in this light, the rebar disposition should make more sense.

Oh...concrete. For some reason my mind went to a repair of steel.

KootK explained the main reason, but also will tend to have concrete cover issues due to the bend radius of the rebar.
